CPU Continues to Downclock

When at default settings, my 2600k runs idle at 16x, then anywhere between 34x and 38x on load. What I've been trying to do is to keep it at it's stock 34x permanently, however my p8p67 PRO does not want to cooperate. I've disabled EPU power managment, Speedstep, turbo mode, and C1E, yet the dang thing still downclocks to 16x. With those settings I currently bounce around 16x and 34x under load. Anyone know how to get it to stay in one place?

What I had earlier, through disabling EPU power managment only, was my processor running permanently at 38x (I can't recreate this for some reason). I was quite happy with this, but then while playing games I noticed my room's lights were flickering, and every time the lights flickered, my game stuttered a little bit. If anyone knows anything about that particular issue, advice would be swell. It's not a house power issue, and not a PSU issue, as I've tested two 1000w PSU's.

Cooler Master Hyper 212 heatsink
8 Gb G-Skill 1600 CL8 RAM
Crucial C300 128 Gb SSD
Antec CP-1000 (1000w) power supply
Windows 7 Professional 64bit.

Change your power options in Windows. Use the High Performance profile.

mine does the same thing even on high performance power settings with cool and quiet disabled and c1e disabled and i cant figure out exactly why it does it it throttles my fsb down instead of the multiplier

Praise the gods. Finally found out how to disable this garbage. Apparently I had to Disable C3 and C6 along with C1E.
