On, As no need to surf at a high overclock or for that matter even idle at full cpu max. As i rather save some power and cut down on heat when it isn't needed.

^This. Many people use it cause there is no reason to have a CPU idle at a wicked o.c.
And since there is in most cases no issue with stability why waste money on powering a CPU that is @5GHz.
And besides lower volts will increase your chips life.

Finalize OC and then enable it. It won't downclock during gaming/benching, that's more likely thermal throttling.
