Get a 955 (and OC it)
an Asus M4A87TD
and G.Skill Ripjaws 2x2 gb 1600 Mhz Cl 9-9-9-24 ram
That should be less than 300

edit: it was calculated in Canada so you might need to get cheaper ram (keep it 1600 mhz) to make 300 after tax

I know this is the amd forum but do you think a phenom is best bang for the buck or is there better options for $300 by going intel.

I think the 955 is the best bang/buck you can get with 300 dollars.

^^^ this. The M4A89GTD PRO/USB3 also supports the AMD FX-Series processors (Bulldozer) that are coming out in 1 month.
With the remaining $80, you can get yourself two 2x2GB kits of DDR3-1600 (though by all means you will likely need only one)

Man that a good deal, but unfortunately I don't live near one.

My recommendation goes to these parts:
Phenom II x4 955 - $121.50 shipped
ASRock 890GX PRO3 - $105 + $7 shipping - AM3+ CPU support
2x2GB G.Skill Ripjaws X DDR3-1600Mhz - $40 after promo [see link]

$273.50 win
