You need to overclock your e2140 and keep your overclock on the gpu.
Take cpu to 2400 mhz. There's about 12 fps difference on my system between 1500mhz and 2250. My gpu is twice as powerful a tiny bit more than yours. It goes to sleep and goes into 2d clocks if I run it max overlcock at 1500mhz on cpu. You might not have enough gpu to scale like that though. You will probably get your gpu up to 90 percent usage thresholds around 2000 maybe 2200 mhz. Or the game could decide to keep you at 30 fps rate and up your minimum frame rates up toward 22ish or so. 665 is pretty fast gpu speed so it might try to click you into the 45fps zone. It's really really smooth at that rate. Though you need to be really ramped up for vehicles as it moves super fast. Turn the 16x AF off. It kills the frame rates.

Crank that cpu up to 2000 mhz and post frame rates. Then crank it to 2400 mhz and post frame rates see if it will kick it into 45fps target on the rendering engine.

oh, i tried to overclock my cpu before but i have no idea how to do it and it blows up my pc lol, how can i overclock my cpu with my specs any ideas?

Downloading your manual now.

Go into cmos
CMOS setup utility menu.

It should say this

Manufacturer : Intel
Ratio Actual Value : 8
DRAM Frequency Auto
CPU Over-clocking Func.: Disabled
CPU Frequency : 200MHz
Memory Voltage Normal

Change CPU Over-clocking Func: to enabled.
Ok. Your cpu to base clock is 200mhz x 8 or 200mhz frequency puts cpu at 1600mhz.
225mhz x 8 would give you 1800mhz.
so change cpu frequency to 225 and see if it will boot. If it blue screens go in and try 210mhz.
If it seems ok with that go for 250 mhz. That should give you 2ghz.
If that works out you can try for 275mhz which will give you 2.2 ghz.
then try for 300 mhz which will give you 2.4ghz.
Quite a few 775's are happy with fsb speeds up to 400 and lots of people run those cpu's at 3.2ghz. But you will need good clean stock cooling or aftermarket cooling to keep it totally happy.

Your gpu is really high clock because asia kept pumping those things out and the later they were manufactured the better. I think it's going to run out of steam on ya at about 2.4 ghz though.

hi there mate, i tried 210 MHz cpu frequency first and its ok no problem and it gives me 1685.4 MHZ cpu speed, then i tried 220 MHz cpu frequency and my pc boot up but after like 5 minutes my pc is frost

dual core that slow just won't play bc2 well

my buddy has an e6600 at 3.3ghz and it still bogs down below 30fps in big gun fights

hi, yes it slow but i have nothing to do to make it fast becus of financial problem and computer parts are cost too much in my country

Ok. Need a cpu-z reading of your system. Download cpu-z and screen shot it and show the ram speed page.

I'm trying to figure out motherboard. I think it's trying to run ram at what they would call 440 with that front side bus set at 220. On that same page try changing dram frequency from auto to 400 and try that. Now that could result in it running it SUPER slow so need the cpu-z to tell or not. The bios setting will either set the clock at 400 real clock which is double data rate 800 marketing clock. You may have 667 marketing clock speed ram which would need 333mhz real clock bios setting. Once again cpu-z will tell what frequency and timings it is preset for.
Whatever you do be sure to drop into the hardware monitor page of the bios and check temperatures and fan speeds to see if everything is alright.
But once you free the system of pushing the ram too hard you can overclock much further.
If you get jumpy and try it yourself and it won't boot. Simply look at motherboard manual find clear cmos and reset everything and start over.

yes parts are expensive in our country, thats why you need to overclock that cpu.

follow this guide:

1. Go to bios and change DRAM Frequency from auto to whatever is the lowest possible, probably 333 mhz. (this will give ram some headroom while it is also overclocked with the cpu)
Also lower the HT multiplier to 3x or 4x to give it some room.

2. Go to bios, advanced chipset, and raise the bus speed (this overclocks cpu)
First change from 200 to 203, save settings and exit, go to windows.
Run Orthos stress test for 3 minutes to check stability http://www.overclock.net/downloads/138142-orthos.html

3. If it passes the 3 minute test, restart and go to bios, change bus speed again from 203-206, and so keep repeating until it fails the stress test in windows.

4. Once you fail the stress test, lets say at 250 bus speed, lower it by ten to 240 bus speed and run stress test again for 6 hours to check for stability. If you pass then you just found your max stable clock. If you fail then lower it a bit again and run stress test.

220x4=880 divide by 3 = 2.9333 You see how to calculate it. 4:3 dram timings. fsb speed x 4 then divide by 3.

The ram has SPD information for 333 timings. So you can go in change ram from auto to 333mhz. Then run cpu-z and we'lll see if it goes into 333mhz 5-5-5 timings. Once that is done we can see if pushing front side bus pushes ram speed up. If it's free then its just a matter of setting it for what ya want. You're almost there.
Or you could leave it on auto set fsb to 250. That would give 250x8= 2ghz. Dram should go to 250 x 4= 1000 divide by 3 = 333mhz. It should pop into the 5-5-5 slower timings then. If not it will try to run it at 266 spd settings and wont boot or maybe even post. And will require clear cmos ram to clear out the bios settings.
