Where did you get the idea that you need to add the MAC address of the phone to the router? Did you set up MAC filtering ... or is this something that you read online?

You shouldn't need to add a MAC address to the router unless you set up some sort of MAC filtering.

Even if you 'have no internet' you should be able to access the administration page of local area devices.

Also, unless you explicitly already set up a MAC filtering list you don't need to stick your phone's MAC in. Side note, just use WPA2 with a long passphrase. Hidden SSID as well as MAC filtering are particularly easy to circumvent.
