I have a problem with people coming here sucking up tax money using our system and all its benefits while not contributing back. They take jobs from legal citizens as well.
Just for that, I would use a Portal gun and make a portal in your attic, one in my home ( I would visit you while I have a passport), then, after my passport expires, I would visit you @ 2 in the morning and yell "SURPRISE *****" with my expired passport .

I would drive to Los Angeles and screw with traffic on the 405

I would shoot a portal to the moon's poles. Helium-3 is expensive stuff and nuclear fusion is great with this stuff. Moon experiments are good too. All leading to millions saved for NASA, and millions in profit for the service. I would also put the entrance to the moon portal in Mark Zuckerburgs room.

SPAAAAAAACE!

Seriously though, I would make it easy for NASA to go to the moon. In the mean time, I'd make a trip up there and get myself a snazzy moon buggy souvenir. Then, I'd ship a portal to Tower Hobbies' warehouse, fire the other one on my wall, and get me some cool free RC gear.

I would use it cautiously at first getting bolder and bolder as time went on until it eventually (like everything else does to humans when they get power) corrupted me.

The problem is with a device like that eventually you would realize the rules didn't apply to you anymore. Then all hell would break lose. Any sick twisted thing your mind could come up with you would be able to do and get away with.

It would take a truly "moral" person to wield it.
