Noiseblocker NB-BlackSilentPRO PL1 and PL2

There is PL1 and there is PL2

They are basically the same right? I mean if I have a fan controller, I can reach all the same stats of PL2 with PL1 or the reverse? they would be consuming the same amount of power and can reach the same rpms? or am I totally wrong?

You can get the PL-2 to run at 900 RPM, but not other way round.

PL-1
RPM: 900 (+/- 10%)
Input current (A): 0.06A (Max)

PL-2
RPM: 1400 (+/- 10%)
Input current (A): 0.16A (Max)

so I assume these are the max and min points?

yep. (+/- 10%)

just to add, voltage is rated up to 13.8 volts, but most controls will only feed around 12v.
