The chip will see its overheating and shut off. Thus it lives another day.

I would test it.Unplug the mobo and anything else but the unit and jump the pins in the 24 pin connector.Run the pump for a bit and check for leaks.Just google how to jump the 24 pin to turn on the psu.If it leaks then there's your answer.If not then you should be OK.Make sure you run it for at least a few hours.To have the pump still attached to the cpu will not make a difference unless the system leaks near the cpu.Which it should not.

I'm assuming he'll be watching it while the PC is idling and it's not gushing out like a hose.

If OP is talking about hooking it up as-is and using the PC without watching it, then NO don't do that!
