Your computer is fine.

Depending on the language you want to learn, different compilers are needed.

I used jGrasp for c++ and NetBeans for java, but its what ever you like. I would download those and try them out.

Learn c++ first. Its pretty easy and there are TONS of tutorials online about it. Start with the basic stuff, and move up from there.

If you take programming in school, you will most likely start with C++ or Java, and then learn the other one. If you want to work with websites, learn HTML, Javascript, and css. Then move on to MySQL.

Please have a look here:

http://en.wikipedia.org/wiki/Microsoft_Small_Basic

It's a very basic programming language. It's free and comes with a PDF file that includes step by step instructions on some basic programing! You can finish the PDF in a night if your dedicated, it's not hard. It's an amazing place to start to get an idea of what programming is all about. I guarantee you'd like it (I don't work for microsoft)

If you have a school email or can just confirm you are a student I would look into Microsoft's DreamSpark program. They provide free software for students who wish to break into programing and web design like Visual Studio 2010 and the Web Expression 4 Ultimate. I used the program for my web design class and intro to programming classes and have to say it is quite useful. Also they have tutorials and how-to lessons for all the programs too.

Also Visual Studio Express C++ 2010 is completely free.

Don't worry about your computer hardware, I was programming games on an Intel 8088 3Mhz with 640kb of RAM and a monochrome display, you'll be fine with anything you have today.

You could learn php
As far as your computer your fine. I recommend you start with C/C++ due in large part to the amount of information available online, though keep in mind. This is a tricky language. As far as tutorials go, I have been working on a set of them on my resume www.strychnine213.com (I have started covering basic programming, but for the most part it's all advanced.), or I recommend http://www.cplusplus.com/doc/tutorial/. If you need any help just shoot me a pm.

EDIT:
