CPU/NB is for the IMC inside the CPU and is needed for an increased NB Freq. A 3000MHz NB Freq may require a slight increase in Vcore as well and possibly the Dram voltage to help stabilize.
Keep the HT Link Speed at 2000MHz +/- 100MHz as well.
NB Voltage is for the chipset when OCing the HTT (I'm sure you already know this). Usually needs to be increased as you push the ref clock over 260-300MHz, but doesn't have any bearing on the NB Freq.
If you look on the OP of the link in my sig you'll find two spread sheets that CHIV owners have posted showing there systems specs which would only show you what others have been able to achieve with the Hexacore CPU's. This would be for reference only being you don't have a Crosshair IV, but 3000MHz is very possible and is worth the effort providing you have ample cooling. A simple comparison of the NB Frequencies using MaxxMem II Memory Score will show the differences.
