Use sapphire trixx http://www.sapphiretech.com/ssc/TriXX/ That should let you increase your voltage.

Ok-i have the asus 5850 top non reference card, and to let you know, some cards-msi after burner will not unlock the voltage settings even with the patch for the software.

Does it slam it back to stock after rebooting? My smart doctor brings my 975 oc back to 950 once in awhile, plus i have to set a bit higher voltage with than what i want or it will just go lower than what i need-its crazy-lol. Or maybe ati tool might do the trick for ya.

what voltage are you trying to get-and what are your stock ones.

And what i,m saying is this-with useing smart doctor with my 5850-right now my settings are 975/1250@1.243volts, But i can run stable at 1.21 volts, prob being if i leave it a 1.21 volts next time i reboot my system it resets to stock voltage-but if i leave it at 1.243 volts it will hold and not reset-dont know why-but it works and i,m fine with it.
