Increasing PCI latency timer, what does it do?

Awhile back I read that increasing the value can give a performance boost in games. Just noticed that my BIOS has the option of increasing it from 32 to 248.

I'm also having problems with audio distortions, which I hear can be fixed by increasing the value.

Can someone explain to me what it's function is and if it is still relevant in this day and age.

I can't tell you what exactly does it do, but it's in the line that PCI being a serial bus it has to handle the "distance" between two different peripherals' access to the bus, aka interruptions. The latency timer is some way of increasing/decreasing this idle period between two interruptions.
About its effect I have managed on an older sk 775 motherboard to completely eliminate the cracking from the output of my PCI X-Fi by increasing this value to 96 from whatever the default was. The idea is that this value should be as little as possible without causing problems, but I really don't know why in detail.
If you have audio issues you could slowly raise this timer and see how it goes. I haven't push mine as far as to cause any problem, nor do I know what these problems may be, but imho it's nothing a CMOS reset couldn't solve.
