No.

In many (quite possibly most) cases, it's simply a matter of recompiling, sometimes with minor changes. We're well beyond the days where programmers actually wrote architecture/system-dependent code. Really, the only things that will need major changes should be kernels, device drivers and possibly some libraries.

On one hand, I applaud the move to ARM, and on the other I worry about the lack of GPU power in ARM devices. If I could get a laptop with a hypothetical Fusion chip with ARM, I would.

So will most 90's, 00's and games from now work on a hypothetical high end ARM desktop with Windows 8? I know some random games will break, but it will suck if some gems many gems are left broken.

Most of those gems could be ran from a virtual machine, I gather, not the most elegant solution but a solution nonetheless.

Perhaps if ARMs ever get mainstream OSs will be adjusted and will have some form of real-time recompiler to make the code work.
Regardless, I've seen many Mac OS X application containing both PPC and x86 code, so perhaps it's not such a large problem?

I very much doubt mainstream computers are moving to ARM any time soon, so you guys have nothing to worry about. By the time the move happens, you'll have enough forewarning you know to keep a system if you REALLY wanna play those legacy games, just like people who kept Super Nintendos and such.

As it currently stands very few 90s games (or any software for that matter) work flawlessly on modern existing operating systems (Vista, 7), and quite a few of them will break altogether. Same applies to even some early 00 software. Most 90s early 00 games wouldn't work even on a hypothetical high end x86(-64) PC with Windows 8.

As for more recent games, given how many of them rely on high-level libraries (basically all of them), yes, most of them should work on Windows 8 on ARM (this is up to the developers, hence "should").

Whatever amount of software will end up breaking on an ARM system will, in any event, come nowhere near making "nearly 30 years of PC software vanish into thin air."

That just simply isn't true. Majority of PC games ever releases work fine on Windows 7 64 Bit. Even though Win8 will be different, it would require a change so great that Windows 8 would not be Windows anymore.

ARMs only Real advantage (power efficiency) simply isn't a concern for this market; look at the power consumption of the GPUs and the size of PSUs we use in our systems for example.
Actually, ARM's real advantage is that the company will license the instruction set.
