Once you get past performance issues, which in my opinion are almost completely understandable considering how massive and detailed GTA4 can be and people somehow expect to run the game with flying colors just because it came off of a console, GTA4 is a spectacular port. Modders, although are actively blocked from editing the game but have created work around, have a blast modifying the game too.

Unless you mean the port to the PSX which I can't comment on, but considering the technology difference from then to now - I don't believe it has the same ground of equivalence
