Most likely your power saving features are enabled. Go into the BIOS and disable EIST/Speedstep.

Enhanced Intel Speed Step and C1E. It reduces the clock speed to lower idle temperatures and power usage when the full clock speed isn't needed at all.

Sounds like idle clocks. Run something intensive and it will show 3200MHz or turn power saving features off.
