Starting to get old...

OK so, I just got my new ASRock 890fx Deluxe 5 in the mail and installed it. I immediately got a debug code of 00 steady from the second I hit the power button. Here is what I asked ASROCK Tech support just now:

I purchased the board brand new.
no POST, no output to monitor.
steady debug code 00 from the moment I press the power button, there are no other codes.
I removed the CPU and RAM and the code stays the same.
I unplug the 8-pin power cable and the code stays the same.
I have cleared the CMOS (by jumper and removal of battery) and the code stays the same.
I have tried different video cards in different slots and the code stays the same.

What is the problem? Is the board inoperable?

I do not have a different CPU to test with.

What do you all think? DOA? I just got this because my MSI 890fxa-gd70 died. I just want to have a working system...

EDIT: Here are some other tid-bits of info:
bios version 1.20
everything else is in my sig...

You tried almost everything I would have recommended trying.. Only thing else I would suspect it is DOA or this,

are you trying to use a previous windows installation? if you are, try reinstalling. Do it on another HDD if you have spare encase that isn't the problem

The system does not output anything to the screen, there is no ability to enter bios or anything. There is no change whether a HDD is connected or not. I have a speaker connected to the board but there are no beeps.

Just looked up the Debug codes on that... it says Status Code: 0x00 Description: Not Used... Probably DOA

Man, this is frustrating, second board in a row! The other one worked great for about 45 days...

Aw, bummer, I recommended you get this board lol

like the other guys said 00 code is not used... which could mean that it is working fine, or that its busted.

When you hit the power button, do the fans and everything power on? Are you sure that the monitor is working and connected? Also are you pretty sure the PSU is working? Do you have another system to test it with?

Hopefully you'll get a response back from AsRock. Otherwise it kind of sounds like you'll have to return it.

I wouldn't give up hope on the Deluxe5 yet though, you probably just got a lemon.

Sounds like you did your due diligence in troubleshooting, you deserve an RMA. That sucks though to get something as totally broken as that.

Just in honor of your poor fortune I won't even gripe about how annoyed I am at the 890fx deluxe4

Ya, the different PSU yielded the same results. Code 00, no change. By the way, the fans and everything else come on just fine, the HDDs get power and I can hear them spinning up. The CPU is getting power as it does in fact get warm. This sucks, I will have to wait until Monday to get a response from ASRock and set up an RMA with Newegg. What a pain! Here is another weekend of sitting on my ass.

So, what codes should I be seeing if my board was functioning properly? Should I be seeing different codes with the cpu in and out? I wanna make sure I have a bad board and not something else. Thanks.
