Advice needed on HD video editing VGA

I've got a friend that do video editing & he's using GTX295.
Normal videos is okay but when he goes HD the graphic is not so smooth.
I haven't go to his place to check out his PC yet but I suspect that the GTX295 have been fully utilized.

He knows nothing about OC. I can't be there for him everyday to test & monitor on the temps. His rig is 100% just on stock air-cooling. Even no added fans in his original casing. The kind of user that just uses what's provided. If I OC for his from time to time he'll ask me to go over to see him ><"

What's the best way to help him?
Opt 1: Top up another GTX295 (used $200.00)
Opt 2: Sell the GTX295 & get newer card. "DX11"

If choosing "Option 2" then what's a good one? GTX470 good enough?
Requirement is quite high... Recommend him something that's good enough to do his Video Editing work. Something that would last 1-2 years.

I'm a fan of Nvidia. ATi works better then ATi would be okay too

It would depend highly on his CPU as well, i'd check that as well.

Also, "i9 sample,32nm,6cores,12 Threats" Can you give a CPUID?
