Both very capable, extremely sturdy, opposite of the cases that feel 'cheap'.

But really, it just comes down to looks, unless you have something specific in mind such as cable management, internal watercooling, twelve drive bays, etc.

First off, what will he be using this for?

If gaming, what type of games?

I would seriously consider getting a sound card in that build. If he is a gamer - the game is only as good as its Music is.

Motherboard - For only 40$ more, you can get Gigabyte's UD4. Much higher quality, 12-choke VRM power and SLi/Crossfire.
Cooler - Why waste 30$ when you can add a little bit more and get a TRUE, for instance. That's simply a bad cooler.
SSD - Vertex 2 or C300 will be superior.

8GB is not overkill at all. 16GB is now overkill.

The only single-card solution that is better than HD 6950 is HD 6990.

Why would you want one HD 6990 when you can get two HD 6950s for 250$ less?
