I just built a system with a CX430 and I wasn't terribly impressed with the fan noise. It wasn't loud, but it was far from silent. The Corsair 400cx I had in the past was silent though. Not sure if they cheaped out on the fans or what, but it could be much better IMHO.

I have the fanless seasonic ss-460fl. It's rated 460 watts. They also make 400 watt version. Its expensive but to have it dead silent I think it was well worth it. I had it for 3 months now and no heat issue at all. It runs cool to the touch even under load. I have 3 120mm case fans running at 500rpm. None of my fans are blowing at my psu so far no problems.

Theres so many deals to be had on all the enthusiaust sites why pay that much for such a PSU. I picked up this X3 600 watt sealed for 45 shipped from someone on Anandtech and this thing is dead silent even on full load.

My Antec EA380w psu is inaudible with an 80mm exhaust fan on an athlon II 630 machine... Of course this case resides under the desk so I can't say that it is with out a doubt "silent."
