and I dont know why is bios showing around 10 degrees higher temperature of processor than in all windows programs (speedfan, realtemp, intel utilities, etc)?

Try this and report back.

take the Sustained mode Time to 0, reduce the sustained mode power limit from 135w to 105w and disable Burst.

EDIT: and set CPU idle state to High performance.

Bios temps are usually higher because the cpu is not in idle in the bios. that's normal.

done everything, but no changes - when i run any stress test, frequency locks down to 3.99GHz, though I can't change sustained mode time to less than 1 second

but when i stop the tests, frequency jumps back up to around 4.4GHz

could it be a software (windows installation) problem?

try one last thing:

Turbo Boost Power Max 135w.
Turbo Short Power max to 135w.
Disable Burst mode.

if that doesn't work then I'm kinda out of idea's.

Quote:
Burst Mode

Set burst mode to enable. Disabling burst mode will cause the processor to set the
burst mode to a specified default power limit of the installed processor. Burst mode is
the maximum instantaneous power that the processor is allowed to consume. It is
recommended that this limit be set higher than the Sustained Mode Power Limit.

Sustained Mode Time

Set Sustained Mode Time in seconds. One second is recommended as an initial
setting. Setting this time too long will exceed the capability of the processor heat sink
and may result in excess processor heating and subsequent throttling (frequency
reduction) to reduce the temperature. A longer time interval in sustained mode may
result in a longer time interval out of sustained mode while accumulated processor
heat is being dissipated.

Sustained Mode Power Limit

Set the Sustained Mode Power Limit (TDP) for turbo mode. If the average power
during the sustained mode time exceeds this limit, turbo mode will disengage and the
processor will run at the maximum non-turbo ratio. Inadequate cooling may cause the
processor to throttle. You can use the Intel Extreme Tuning Utility monitoring features
to track processor temperature. If the processor temperature increases steadily while
running under load, the processor cooler capability to dissipate heat is being exceeded
and you will need to reduce the TDP power limit to prevent throttling.

Yes, I have tried everything (except contacting intel lol)

this has become ridiculous

I've now loaded default settings and raised nothing but multiplier to achieve 4.100 MHz and now tested with LinX program - it locks to 3.9GHz

i'm going crazy

Did you try setting all the power limits to 300w (including current limit) just to rule that out?

yes

but did I mention that when testing with SuperPi, frequency always goes up to maximum overclocked

why not with other programs?

i'm starting to think it's software problem

Because superpi only stresses one core, therefore not drawing as much power/generating as much heat. I think whatever's throttling your clocks has to do with power consumption or heat output.
