Geforce 285 GTX - adjust fan speed

Hi,

I built a Geforce 285 GTX into a computer in a hotter climate with the resulting higher temperatures. I was measuring the temperatures with Aida64 and Speccy - especially using Furmark 1.6.5. the temperature climbs up to 96 Degrees Celsius. This appears a little high to me and I also noticed that the fan starts accelerating a little late and less intense than in the previous computer. Which tool is recommendable for increasing/manually adjusting the fan speed?

By the way: could a decreased "fan performance" somehow be related to the power supply?
