^^^This is the ram I am currently using, Now in cpuz it says my Dram frequency is 535.8 with a div of 3/8 and clocks of 7-7-7-20 1T.

Is that freq x2 or x3?

DDR=double data rate
535(2)=1070Mhz

Something else is bottlenecking your RAM from 1600Mhz-->1070Mhz.

Change RAM multiplier in BIOS.

DDR means dual data rate, so mhz x 2 is RAM speed

DDR double data rate x2 so this means you are only running at 535.8x2 = 1071.6

You probably need to manually adjust your multiplier to let it run at 1600Mhz.

Get those volts up to 1.9
Get the RAM speed up to 1600Mhz at 7-7-7-20 timings
You could probably do 6-6-6 due to the ICs that are on that kit - they are actually quite good!

If you CPU-Z frequency says 535Mhz, that means it is running at (DDR) 1070Mhz.
