A Kill-a-watt isn't really "solid" proof of anything, they can be inaccurate especially at low loads. Besides, your CPU isn't the only
thing drawing power from the rig.
That can give a rough idea what the power scaling is like with SB, although only a max of 4.4Ghz is tested.
