This is how to fix that problem.

Go to C:\\Program Files (x86)\\Steam\\steamapps\\common\\call of duty black ops\\players

Then delete files named "config" and "config_mp"

After that, open steam then right click CoD:BO multiplayer, click properties, local files, then click validate the game.

After that is finished, start the game and configure your settings to what you want.

The problem should be fixed now. If its still messing up I'm not sure why. Hope this helps.
ok so it looks like what u said actually fixed it
but sometimes NOW my internet ping randomly shoots to 120 ping sometimes
what am i supposed to do to fix that??

also , i tried playing and my fps suddenly drop to like 25 at random times....
go this is annoying...

how can i dual boot into xp and just try it there?

Don't waste your time trying to run it in XP, Windows 7 (regardless of which install) will run the game better than XP. You need to stop considering this to be a Windows issue because it is not, it is a game issue only. Try playing some other games on your Windows installation and you will see what I am talking about; it is purely Black Ops. FPS drops are common in Black Ops, even on extremely high end systems... most of the issues have been fixed with patches, but not all.

Here is my suggestion:
1) Create a shortcut to your game.
2) Right click and go to the compatibility tab.
3) Disable visual themes, desktop composition, & display scaling (you can also try to run it in XP compatibility mode, but I don't recommend it)
4) Also check the box to run the program as admin
