can u guys look at loop and sugest where to put a drain or if i even need one?

You don't need one, but they make it a lot easier to maintain your loop.

It needs to go at the lowest part of your loop. You do not want to use your pump to drain the loop, so the direction of the flow at that point is immaterial. In your case I would put it after the block, as this line is more likely to end up as the lowest point.

One other point; if you plan to tip your case when draining, make sure to adjust the position of your drain line accordingly.

You do not NEED a drain line, but having one makes draining much easier. It needs to be at the lowest point in your loop. Make sure that you don't use the pump to push the water out.
