Get a Corsair PSU and not look back dude. I personally would always buy quality PSUs. From personal experience, DONT SKIMP ON THE PSU! You can end up being bitten in the ass like what happened to me... A cheap PSU died and took my mobo, processor, and GPU along with it.

Yeah I think Corsair is the way to go.
So 450-550W Corsair PSU, 24-Pin Atx, averagely cheap and 120mm.

Yeah, so the Aywuns have no active PFC either, and they saved $0.05 per unit by cutting out the voltage selector switch. They're ancient overrated designs and I doubt the unit you have can do over 250W.

Sorry for the bump but I thought i'd mention this for learning purposes,
RacerX you were right.
One of the screws was physically touching the case panel on the other side.

So I removed everything and set it up on an anti-static mat and now it works like a charm.
