68c running prim95?

I would say up the voltage to 1.4v and see what she can do there. at least try to hit a even 4.3

Are you just worried about heat?

I need a little more info in order to help you go higher.

Are you stable now?
Have you tried to go higher?
Have to adjusted everything manually in BIOS (mainly voltages)?
etc

In the end... 4.25Ghz is a great clock for a 12 threaded CPU. and not as if you have extreme cooling either.

im stable if the GTX 580 not overclocked "Weird" i tried 1.4V but it was my last try, i will try higher than this,,, im not worried about the temp

You can't go futher probably because your Motherboard BCLK is too high. My limit is 211 otherwise i would be on 4.6Ghz on my quad.

You shouldn't be 68c is chill but if you are going to fold with it 24/7 I wouldn't want it @ 68c.

Sounds like it could be a PSU issue if you are having problems powering the 580 and the CPU?
How many Watts?
I am not familiar with that PSU

Yeah push more volts, you have the temp to do so. However some gulftowns just seem to hit a brickwall where no more voltage helps unless you reduce the temps significantly. Mine seems to be almost impossible to get stable above 4.6GHz under water. Under air I was thermally limited to 4.3GHz with a not very good cooler.

well I still don't know jack about any Huntkey PSUs but 900watt is a lot for a single 580 and a 970.

Are all your rails solid?

Otherwise I think you have just hit your max with that board and chip, like stated above.

Those boards aren't the greatest overclockers in the world and you have a nice OC imo. And who knows if you were to drop $400+ on a better board if you could get higher without just overvoltage.
