Lucky's is better, though a bit more expensive.
955 is nice and you can pretty much guarantee a 3.6+ overclock on that cooler.
Plus he's video editing, he needs L3 cache.
Roll's psu choice made me throw up in my mouth a bit.

Phenoms are obviously better but this guy is wanting a rig that is cheap. There is only a little difference in bencharks between the two. If he really wants to go balls out for video editing he needs a x6

A phenom fit in the bill.
He also said 500 IF POSSIBLE, which was implying he COULD go over a bit if it was necessary.

dunno about that psu though in that barebones . ohh and theres no graphcis card maybe you can find one on craigslist or add a cheap card from tiger

or if your goin amd route make sure your mobo is bulldozer compatible for future proofing

Yes, but if he put a limit of any kind I would think he's trying to go as inexpensive as possible
