screen flicker when output to minitor

i have a Compaq V3000 laptop that i output to a 25" I-INC 1920-1080 Monitor. The laptop screen does not scroll or have any problems but when I output it to this monitor it scrolls at any resolution. (also my TV downstairs does not scroll when output to the monitor) the scroll im talking about is white bars scrolling up the screen.

My laptop is using "Intel Graphics Media" Accelerator Driver for mobile.

Try installing the latest Intel GMA drivers. I had a problem on my laptop that made it flicker.

I installed the latest software but it still has a slight scrolling effect.
