Nope, no DMM.
What I just did though is I ran Heaven in windowed mode and monitored with GPUZ.
Idle, it is;
12V: 12.11
VDDC: 0.953
VDDC Current: 17.0
VDDC Power: 16.0

Benchmarking Heaven:
12V: ~12.03. Never below 12.0
VDDC: 1.023
VDDC Current: ~64
VDDC Power: ~60, up to 67

It's drivers I bet. Go to Phyxion.net and download the latest version of driver sweeper. Then uninstall all drivers from control panel. Reboot to safe mode, go to your hardrive and delete the Nvidia folders, launch driver sweeper and sweep all nvidia drivers. Reboot with ethernet cable unplugged, install new Nvidia drivers. Profit hopefully.

I will try. Any idea why a fresh windows, fresh driver install would cause issues though?

BTW when I press the power button on my computer, it turns on 1 second later instead of instantaneously. Is that bad?

edit:
Yup, this 1 second power delay is definitely happening. I will press the button, 1 second later everything will turn on, including fans. Within that 1 second, nothing has power.
I also turned off the power management trigger on the motherboard. Changed nothing so far. Nvidia also had a preset for dual monitor optimization, so I changed it to single monitor. Changed nothing.

I am beginning to think that it is either:
Bad PSU. (or could loose or bad cables cause this?)
Bad GPU.
Driver issues. (But unlikely)
Weird setting somewhere messing the GPU performance.

So I went back and installed the 266.58 drivers. Everything seems to be a TON better.

3DMark11 = 5002
3DMark06 = 27547
Heaven = 974

These look good I assume!
