Well since I can duplicate the low usage, I'm going to assume its a cpu bottleneck until proven otherwise.
I also really don't care what you get on x server at y time, it has no bearing on what I've seen since the cpu intensive tasks are based solely on the number of people around we could have the exact same hardware and get 100 different results on different servers.
If you want to "prove" anything, log in with me, and we'll get it done proper.
However since this has turned personal for several people, I'll provide some benchmarks from my hardware itself - if you'd like to see any other tests done please request it and I will be more than happy to provide it for you.

HD Tune - Please keep in mind this drive is OS/Storage so some of the deep dips could probably be equated to the OS needing disk time.
Afterburner + Task Manager - WoW was forced onto core 3 and 4 to remove windows thread sharing between all 4 cores.
This was done on a mid pop server at 3am, there weren't a lot of people around so the load on the chip wasn't anywhere near as high as it was in my OP.
Please point out the defective hardware that performs subpar so I can address any issues that may be present, thanks.
Edit: Removing the major cpu load results in 300 fps at stock, and 400 overclocked.
