Here is the quote:

Taken out of context, that could be misinterpreted to make the reader think that apple is collecting your location data at all times and sharing that information. My point was that you have a choice in the matter, via a push notification that frankly I find annoying, to allow the App/Apple to use your current location. You can just simply push "no" and your location is not sent anywhere.
The "bug", if I remember correctly, was that the phone was holding on to these gps coordinates longer than intended on your phone's internal memory.
People have repeatedly stated that Android based phones have a similar option. Hope this cleared things up.
