I think I got it... looked into some of my settings and batch render was set to use only 2 threads which I have 8 threads. And 20 of 8 would be 25% so I think I figured it out

I read that there is a check box to select and use all the cores for rendering. I'm not sure if this in fact exists, just trying to point you in the direction others were.
In any case, you can render 2 frames; on as a single render and then do a batch render. For both, add an overlay that tells what the render time was for the 2 identical frames and see what the time differences are.
It takes a long time because of my lighting system... I believe. It is pretty intense but I found my cpu usage issue and that should help a ton. And the objects are complex but its mainly due to the lighting system, with software rendering it only takes like 30 seconds. But with my HDR system and other setup lights, along with ray-tracing shadows and rendering using mental ray it makes the time sky rocket. But it looks pretty

Great! Might I suggest Area lighting and simple GI instead of HDR. The scene is a bit dark so you are not getting the full effect of HDR anyway. If you add a few more lights and get rid of Ray-traced shadows you could maybe add some DoF. Might be the same render time, but a better quality and realistic scene as most cameras at that range will have a DoF effect anyway.
