The 430W will have plenty of power for you even if it is at 100% load 100% of the time.

I think in your case, with the needs for Photoshop and penchant for tweaking, I would recommend either the unlocked Phenom x2 or the x4. Overclocking is really fun, and the i3 won't be able to do that. The extra cores will help with the Photoshop as well. You might also consider saving some money by going with the M4A79XTD-EVO motherboard and go for 8GB of RAM. I know Photoshop can rely heavily on RAM, and 4GB may not be enough depending on your usage.

it's mostly light Photoshop and tweaking isn't necessary. should I just go with the i3 SB and some mobo or the AMD x4

Well at that point it's really up to you. The i3 will be consistently faster than the Phenoms in general usage (not really significant, but it's there), but the Phenoms will have more cores and be able to OC.

If you want to think about it from an upgrading point of view, AMD's AM3 socket is dead but P67 is just getting started really. Is there any chance of upgrading in the future to a more powerful CPU (2500k)? Also, what Intel chipset would you be going with? The H-series chipset will be much cheaper than P67 or Z68, and will be plenty with no OC-ing, though it wouldn't leave as much room for upgrading as the H-series cannot OC.

In essence, it's really up to you

Since there won't be any overclocking or CPU upgrading, I'd go with an H61/67 motherboard to save some money. Here's a nice one from ASUS that'd save you near on $50: http://www.newegg.com/Product/Produc...82E16813131724
