My 470 GTX is under performing

470 GTX Galaxy under performance issues.

I have been running this card for months now and it doesn't matter what game I play it under performs my old ATI 4850 Radeon and my friends 230 GT ( yes GT not GTX ). It doesn't matter if I run the lowest settings of the game it still under performs the 2 cards and those cards are running maxed out settings in the games. The GPU never goes over about 40% usage even when i max out the game settings or lower them. The only time the GPU goes over 40% is when I do a stress test. I don't get any artifacting FYI.

I have tired new OS installs, the drivers that came with the card, new drivers, even now the newest drivers, fully updating my OS, and even updating my MOBO (M3A78-T) BIOS to the latest version.

Below is my bench marks on this card.

SCORE: 2514 points (41 FPS, 60000 ms)

The games I have been playing lately aren't high end games. League of Legends and WOW. On my old card I was 5boxing WOW and had more FPS than I am getting on this card. 5boxing = playing 5 instances of the game at the same time via key broadcasting from the keyboard to all the games.

I could use some help here.

CPU: AMD 9850 Black
Graphics Card: Nvidia 470GTX Galaxy
RAM: 4G DDR2 1066 mHz
OS: Win7/XP SP3
Liquid cooled CPU and Northbridge Idle temp 23c Load temp 33c

It's your CPU bottlenecking your GPU big time.

but wouldn't i get at least close to the same FPS as my old card if my cpu was bottle necking it?

Did you install the drivers correctly? Deleting the old ones and then installing the new ones? I don't think this is a GPU problem, and 40% GPU usage is horrible, undoubtedly caused by your CPU.

Also, are you sure you got more FPS with your old cards? Might be your imagination. But the 470 requires more power to be utilized.

Check your task manager for CPU usage when you game I bet you are pegging at 99%.
If have not overclocked your CPU now would be a good time to try a small bump.

My 470 runs 98% in any DX 9, 10 or 11 title that can at least get it out of 2D mode

I vote CPU bottle neck

Im a network admin and have been building and testing comps for a long time. My cpu runs at 50% while 5boxing wow on high settings on my old and new card. And YES i use to get double the fps in my games when using my 4850 card im NOT a retard I do know what my FPS is and ISN"T. I'm constantly monitoring both cpu usage and fps and temps. I run dual monitors and all my monitoring tools are on the 2nd monitor so i can watch them during gaming. I am useing MSI afterburner to watch my card and I constantly have task manager up to monitor my CPU

Bashing? Who is bashing who exactly?
It is a legitimate diagnosis that it COULD be a CPU bottleneck, and a great way to check for that would be to see how much load your CPU is under while running a 3D application.
What resolution are you playing at? If it is around 720 instead of 1080 or higher, it would tend to be more CPU bound than solely your GPU.
If somehow the CPU load is not too high, and the resolution is decent, since all the other options have been exhausted like drivers, it could be a bad card. It is also possible that the card might not be getting enough power or is throttling.
Check this for me please, when you are playing a game or running a benchmark, check through GPUZ and see if the clock decreases or throttles.

I am not and will not ever "bash someone".

I am simply offering advice from the information that you gave which was low frame rates. You never mentioned CPU usage, and it is a legitimate place to look at for issues as drivers installs have already been covered by other posts.
