Usually the fans are.
If you get Delta fans, than you can really hear the difference lol, its like a jet engine taking off.

For silent computers, the hard drives are killers. I have all noctua fans in my computer and I cannot hear them at all. The GPU is always on auto fan and I cannot hear that when I am not gaming. The hard drives really kill the peace. I have 2x 10000rpm raptors and 4x 7200 rpm 1TB drives in here and they click and spin driving me crazy. I can't wait to get rid of them.

My temps are not bad btw. I never go above 50C when gaming. .

It depends mostly on the system age, in older systems computer were very loud because of the hard disks. Mostly in new systems it is the GPU fans because they have to move a lot of air to keep them cool. Plus just like the wind, air moving inside a case (due to fans) creates noise. Plus fan motors are still not the quietest.

I'd say fans...
HDD's don't make a lot of noise.
CD drives can be noisy too.

I got a thermaltake 80mm 5400RPM fan i think it pushes something like 60+CFM and if its not secured it will take off like a mini hover craft.
