Why does my GPU usage keep fluctuating while idle?

I'm looking at it in MSI Afterburner and it likes to jump anywhere from 0-15% usage every few seconds.

I don't remember this happening with my old GPU.

Is this normal?

I would assume it doesn't really matter if it idle jumps or not. I would be more concerned with display BSOD, tearing, fluttering, and pretty much any visual disturbance to the card.

With MSI afterburner open, grab the window and shake it around a bit.
