I would say Sim City 4, much more custom content. Like thousands of things which will enhance the game so much.

Cities XL 2011 looks better because of the 3d buildings but has a lot of bugs. Not so much custom content because the dev's have not released any program like lot editor. I guess Focus (developer) will release XL 2012 or something in a year or 2, itś not worth the money. Cities XL 2011 is too limited and only one patch has been released since october.

Still, Cities XL 2011 is a bit easier to work with after a while, Sim City is easier for the starter.

This pretty much.

Cities XL was a gigantic flop. It was supposed to be a huge hit, but Monte Cristo (developer at the time) dropped the ball big time on it. There were too many glaring bugs and omissions - plus their pathetic idea to charge people a monthly fee to trade with each other.

It was fun during beta, but the game didn't offer much, and you tend to lose interest quite fast. XL 2011 isn't much different. More maps, no "multiplayer", fewer bugs.
