There should be a, depends on game, option. Some games it causes mouse lag, and some it doesn't. The ones it doesn't lag, I have it on.

i would say ,leave it ON- it just makes ur gpu running hotter without any improvement in performance

I have it turn on in all my games because most of them are single player. triple buffering and vsync does not work properly for me in crysis wars, plus it's multiplayer, so i leave it off.
generally: single player: vsync ON, multi player: vsync OFF

I love vsync, and also if you remove vsync, you will get faster frames, but you have to keep in mind your monitors refresh rate.

For example, in TF2, my monitors refresh rate is at 75hz, but I put the start up options in TF2 to max the fps to 60 so I'm always getting 60fps, because if not, every few seconds it will try and push the fps and refresh rate to 130fps and that is what causes the "lag" or "stutter"

It really depends. If you feel the screen's gonna split into two, then you should turn it on. A good example would be mirror's edge. The screen tearing's so bad, that I thought that my monitor was actually two soldered together

However, when I hardly realize it, I turn it off.
