Right click the drive, select properties. Tools tab and select error checking. Check start now and select automatically fix errors. Click start and it should ask would you like to run it when you reboot, select yes.
well I started doing the first part anyway... Seems to be going fine so far, hundreds of GB's are getting freed up by the second...

also last time a did a disk check, it didn't find anything, and I had this issue back then too.

You have a lot of error reports in there then? Those will take up a lot of space for those also. Let me know how it turns out.

Its safe to delete.
I always clean my PC. As in, delete bad shortcuts and all that stuff, including deleting temporary stuff. (I do it with 1 Click Maintenance from TuneUp Utilities)

Set your recycle bin to 3 percent. 12 percent is way to big. Do the same with system restore. Set it to 3 percent.
