There's a lot of different ways to create a bootable USB DOS stick though. Just in case you need different methods:

I used the HP utility and it worked fine. I usually keep a bootable USB DOS stick around when I need it.

Download anoob's windows 98 boot files, unzip them and have the HP program point to the windows 98 files. Once the HP program finishes, drag and drop the BIOS flash files onto the USB.

If you can't change boot order, make sure only the USB flash drive is connected. (No hard drives, or any other USB devices).
