Are you an administrator?

If you are and you still don't have access, you might need to give yourself full -rw access.

Right click the file/folder, go to Properties-->Security-->Edit-->Click on each user under "Group or user names" and make sure the Allow checkbox under "Full control" is checked. Then try the action again.

I remember I had this problem before, and I think this is what I did to remedy it.

Files from 2009? Is this an old Windows installation and you're trying to recover files? Or is this the system you've been using, and all of a sudden you can't manipulate anything?

Completely uninstall Steam and reinstall. You might have used an old installation, because my Steam folder only contains contents from 2010 and 2011. Also try running Steam as an administrator (right click-->Run as admin)

Uh, hm.

Go into Task Manager and end the explorer.exe process. Open Run and make sure you run explorer.exe with administrator priviledges, then try it again.

I had similar problem after installing Win7 on my SSD , one all the folders on one of my HDD's suddenly became owned by AccountUnknown(35-972-305-723095r7585856865865) and i had to take ownership of every folder and subfolders to delete or move them even though i was using admin account.
