AMD Phenom II x4 955
- $100 (TigerDirect deal - see link)
ASRock 890GX PRO3 - $105 (AM3+ CPU compatible, 8x-8x Crossfire)
G.Skill Ripjaws 2x4 1600 - $76 after promo (see link)
Sapphire HD 5830 - $110 (best video card for price, found it recently)
Rosewill Green 530W PSU - $45 after promo (see link) - actually a very good unit despite Rosewill name
NZXT GAMMA - $36 shipped (best low budget case)
Samsung F3 1TB - $40 (Microcenter - in store pickup only, so you must have one near you)
LG 22X DVD - $20 shipped
Encore USB Wi-Fi Adapter w/2 antennas - $15 (the one you selected is for laptops, not desktops)
$547 + shipping on some items

In case you don't have a Microcenter near you, plenty of room for a slightly more expensive hard drive
^^no doubt PRO-est build ever

I'm kind of worried that my build, albeit good, isn't fitting the budget... though build in OP is $575, it also states he wants the build around $400-500 - in which case I could make a few sacrifices, but what does this price count? Just the build maybe? Is the wi-fi adapter that important?

EDIT: If you give me a moment I just re-read the OP and you are not a gamer but more of a photoshopper, so a build reconfiguration is due and on the way...

That was the reason why i went with the hd 5670, to try to cut down on costs. the wireless adapter isnt all that important, and the cd drive isnt either, i definitely have a few drives lying around.

Edit: Wireless adapter is actually important

well that would be a lot. If you're more photoshopper than gamer, then photoshop isn't really that GPU heavy at all (though the GPU helps). This GT 430 for $55 promo/$45 AR could be very well suitable. This should put you just within your $400-500 budget using the other parts I suggested of course if you really want a better card and don't mind spending, that's up to you

id rather spend just a little extra (roughly about 10 - 20 dollars) to get a slightly better card just incase i might ever need it.
