I wouldn't even consider getting a Phenom II X6 at this point.
It's kinda lucky I didn't have the money at the end of last year to upgrade, was considering a 1075, but it wouldn't make a smidgen of difference in what I do, with the exception of the occasional rendering and video encoding.
Now though, I'da been upgrading, then upgrading again, with a completely refined and new architecture being released by AMD next month, a little longer won't hurt.
If you can wait 6 months or more, you're even luckier. BD will be getting it's revisions and as stated, Intel will have their revisions of SB and you can probably expect some sorta price drops, even if minor.
Right now though, the 2500k is where it's at in my honest opinion. Have planned a mate's build with one, and to be honest, I've been really tempted to go with one for myself.
I'll see what kinda price and performance the FX's bring before I decide though, I am an AMD man at heart, have been since I first heard about them in the 90's, and since my Uncle made a K5/K6 rig.
I need to upgrade this summer for BF3, if you can wait, you've got plenty of time to see what both parties bring, reviews from sites, aswell as the ones here at home, and first-hand experience from our other members.

There is no best time, the technology is constantly evolving and nothing can be predicted precisely. The only best time is the past, you can look back and say "that would've been the best time to get that", but let's face it; If you could go back in time, you wouldn't do it just to get a good gaming rig.
Ultimately it depends how urgent your need or desire is for a better rig, what newer games you'll be playing other than CS:S.
Ideally for the second batch of this years processors, the best time would probably be around end of Summer/ early Autumn in my opinion.
The problem is, there'll always be "next year there's this", and so on. Next thing you'll be 80 years old and never played games on anything but your laptop, screaming while it lags so hard your false teeth clatter on the nano-tech "embedded into any surface you want" holo-keyboard.
