Not idling and under normal system use. Possibly not even with the system under full load.
I've got 2 of the MCP35x pumps in a series loop. I have them set up so they run at 50% max, but even with full CPU and GPU load, I get the same temperatures with both pumps at 50% as I do with them at 40% or 100%.
The great thing about the MCP35x is that, depending on your motherboard, set it up so its speed is controlled via PWM based on CPU temperature.
If you use Speedfan, you can set it up to control the pump speed based on CPU or GPU temperature.
