While the voltages can be run at that setting and people have gotten to 1000 MHz core you still have a different card than they do. You have to overclock slowly, bumping the speed up by 10 MHz or so until it's unstable then increase the voltage a little until it is stable again. You do this over and over while testing the card for artifacts or VGA shutdowns. You don't just ramp the voltage up and the speed up to 950 then test.
Your temps are high but not out of the safe range for a GPU. I prefer to have my temps in the low 70s at the most. If it won't run stable at stock settings and gets this high of a temp you may simply have no choice but to RMA the card.
