Is my network card malfunctioning?

So here is my problem:
Every so often (30 minutes) my internet likes to hang on websites like DNS servers are not responding or something. But internet applications are still connected online.

I'm using Time Warner Cable with a Motorola modem/router

When I try to diagnose the problem it says the router is not functioning correctly and I need to restart it. Even if I do that the problem still occurs.

My computer is the only computer effected among other Ethernet and wireless computers.

I've tried changing dns, reformatting my computer, and switching Ethernet cords to no avail. When i reformat my computer it seems to work perfectly fine for the first couple days then the same thing begins to occur again.

It's likely you aren't using IP6 ... disable IP6 on the network card properties.
Try using google DNS 8.8.4.4
Try setting a manual IP address on the computer
