is the device you have it plugged into 10/100/1000? you'll need a gigabit switch or router for it to transfer @ those speeds.

edit: nvm, read the router specs.

make sure there isn't a setting in the router that needs to be changed. Also it might be possible it's an all or nothing deal. Any devices plugged in that are on CAT5 and are only 100mbps capable?

If you had more equipment I'd tell you to either reterminate the ends or try another one.

If you have any other Cat5E cable to test with, that will also be capable of gigabit. Most common occurrences for not sync'ing at 1 Gbps on hardware rated for that, are either loose cables in jack or not terminated correctly.

Does your cable traverse any 'hostile EMI' (run parallel to power cables, etc)?
Also, probably more of a long shot but do you have the most recent NIC drivers installed?

You have the drivers installed for the NIC, or are they the generic Windows ones?

Go to the NIC makers site and grab their drivers. If it is a good one like Broadcom or Intel they include testing applications.
