have you tried dropping the multi to 12 instead of 13?
when i was overclocking my q6600 i could not get past 3.1 using a x9 multi.
i dropped it to x8 and i got to 3.4ghz.
some mobo's just just have holes at certain fsb, so its worth increasing that but dropping the multi (ratio)

tbh 3.1 is a decent overclock on the g41 mobo, i would be happy with that

if you are at 3.1ghz in the bios, then the fsb will be 239 and the cpu ratio will be 13.
239 x 13 = 3099mhz or 3.1ghz

try fsb of 266 and a 12 multi (cpu ratio), so 266 x 12 = 3200 or 3.2ghz
and dont forget to raise the NB (or may say mch) voltage a level or 2 as well

make sure load line calibration is set to ENAABLE, C1E disabled, and some other thing disabled (cant remember)
My old settings were
E5200 @ 3.7
320 X 11.5 @ 1.3125v
