Nope its true of all Cable providers. It has been known that it is a shared lan. however, with QOS and other methods they can throttle people and cap them. so i wouldnt worry to much.

Ask your house mate to run speedtest every half hour for 2 or 3 hours and you do the same and see if you are actually getting less bandwidth. Bandwidth distribution, not only in the house but in the neighborhood loves to fluctuate, so multiple trials will ensure it's not just random fluctuation and you're not trying to fix a fake problem.
When I'm running speedtest I find that they do fluxuate quite a bit even from 35 to 24 in just a few minutes between tests.Edited by OrangeBunnies - 5/18/11 at 5:38am
